Refusing police dispersal is a misdemeanor

If you join with at least one other person in disorderly conduct likely to cause substantial harm or serious inconvenience, and a peace officer orders the group to disperse, you must obey. Refusing or knowingly failing to leave is disorderly conduct. Disorderly conduct is treated as an unclassified misdemeanor in Delaware.

New rules against school bus interference

The law makes it disorderly conduct to intentionally interfere with a school bus that is transporting, picking up, or dropping off students. Interference includes boarding and refusing to exit after the driver orders you to leave, blocking the bus, or threatening the driver, a student, or passengers entering, leaving, or waiting for the bus. Students and other authorized riders are not guilty under this bus-interference rule for ordinary riding.
