Higher Delaware pilotage fees for vessels

The law raises pilotage charges in the Bay and River Delaware. The per‑unit rate is $17.26 in 2025, $17.78 in 2026, $18.31 in 2027, and $18.86 in 2028. Bills are units times the per‑unit rate. A minimum charge of 200 units always applies. The maximum billable units are 1,550 in 2025 and 1,600 in 2026 through 2028.
