3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Birthday window to change Medicare supplement

If you already have a Medicare supplement policy, you get a birthday open enrollment each year. You can cancel your plan and pick another with the same or lower benefits. The window starts 30 days before your birthday and stays open at least 30 days after. During this window, insurers cannot deny you, delay coverage, charge more because of your health or claims, or exclude preexisting conditions. Insurers must notify you 30–60 days before the window begins, showing the dates, your rights, and any benefit or premium changes.

Move from Medicare Advantage to Medigap

If you are in a Medicare Advantage plan, you can cancel it and enroll in a Medicare supplement policy during federal Medicare open enrollment periods. Insurers cannot deny or delay the Medigap policy being offered. They can set your price individually and apply preexisting-condition limits allowed by law.

Clear Medicare Advantage types and windows

The law defines what counts as a Medicare Advantage plan in Delaware: HMOs, PPOs, provider‑sponsored plans, medical savings account plans with contributions, and private fee‑for‑service plans. It also says the new state open enrollment windows are in addition to other federal or state windows. You can use both when they apply.
