Delaware loan fund for volunteer fire and EMS

The law creates a revolving loan fund in the Department of Finance for volunteer fire, rescue, and EMS companies. It makes loans to upgrade equipment and improve facilities, and can also refinance existing debt. The Council on Volunteer Fire Service sets the loan rules. Funding can come from the state, counties, and private donations. Companies may pledge their state grant‑in‑aid and health insurance rebate funds as collateral. Loan repayments and interest stay in the Fund and support new loans and reasonable admin costs.

Guardrails on fire and EMS loans

County dollars put into the Fund must be used on projects inside that county. The Fund cannot cover equipment already ordered or expansions already under construction. The Council may allow an expansion only if it is needed to provide adequate local emergency services.
