Plate fees support scholarships and admin

The DMV puts the $15 administrative part of the fee in a special fund to promote and run the plate program. After DMV costs are covered, the remaining money from the $50 fee goes to the State Treasurer for a Scholarship Fund. The William Penn Alumni Association uses that fund to support scholarships and school community events.

One-time $50 fee and replacements

You must pay a one-time $50 fee to apply for the William Penn plate. That $50 includes a $15 administrative fee, and you still pay your normal yearly registration fee. The $50 fee also applies to nonprofit members who are usually exempt from registration fees. If you need a replacement plate, the DMV charges a fee set to cover its cost to make the plate.

New William Penn High School plate

Delaware creates a William Penn High School specialty license plate. The DMV issues it only after it gets at least 200 applications. You can use it on private passenger vehicles and on vehicles or trailers up to 26,000 pounds GVWR. Vehicles that qualify for the International Registration Plan cannot get this plate. Vehicles may be owned by a person or a company. When you switch, the plate keeps your vehicle’s same letters and numbers.

William Penn plate design and rules

The William Penn Alumni Association submits the plate design for final DMV approval. The plate may show “William Penn High School” instead of “The First State.” The plate cannot be only black and white. The DMV may reject designs that could cause public safety or enforcement problems. The DMV can make rules to run the program.
