Report to keep returning youth in school

The Task Force must deliver a report by December 1, 2025. It goes to the General Assembly, the Governor, the Division of Legislative Services Director and Librarian, and the Delaware Public Archives. The report must review what works and what fails in Delaware and other states to keep youth returning from secure placements in school. It must list program changes that could help and assess whether to create a separate alternative school, with likely costs, possible state savings from less reoffending, and steps to build it. The resolution ends when the report is submitted.

Task Force rules, staffing, and expenses

The Senate majority caucus provides staff and materials for the Task Force. The Office of Management and Budget helps with cost estimates for any new programs the group recommends; the Task Force can use other staff if they can do the estimates. The Task Force can set its own rules; if none apply, it follows Mason’s Manual. A quorum is required for any official action. Members are unpaid but can be repaid for actual and necessary expenses. The Secretary of the Senate must notify the Controller General about the Task Force, name the temporary Chair, and provide a copy of the resolution.

Limited access to student and youth records

DOE and DSCYF can share otherwise confidential records with formally designated Task Force volunteers for research. Sharing must follow federal privacy laws, including HIPAA and FERPA. Volunteers must sign and follow all required confidentiality agreements. Access is limited to what is needed for the Task Force’s work.
