Delaware joins the Social Work Licensure Compact. The Compact starts when seven states have enacted it. Delaware can issue a Multistate License, and other member states accept it for practice. If a state leaves, its repeal takes effect 180 days after passage. That state must tell licensees and keep recognizing Compact licenses for at least 180 days after notice.
When you serve clients in another member state, you must follow that state's laws. That state can limit or remove your authorization there, fine you, and issue subpoenas; courts in other member states enforce those subpoenas. Your home state handles license‑wide discipline and must finish any investigation even if you move. If your home‑state license is encumbered, your multistate authorization turns off in other states. States share adverse actions and evidence, and some may bill you for investigation costs if their law allows.
You can hold only one Multistate License at a time. If you move from one member state to another, you must apply right away in the new state, pay fees, and complete background checks and any needed state test. If you move between a member and a non‑member state, you must meet the new state's single‑state license rules. Active‑duty service members and spouses can pick a home state and keep it while on active duty.
To get a Multistate License, you need an active, unencumbered Delaware license. You must pay fees, give fingerprints for criminal checks, report any adverse action within 30 days, and keep up continuing competence. Degree and exam rules apply by level: bachelor’s, master’s, or clinical. Clinical applicants need a master’s and either 3,000 supervised hours or two years of full‑time supervised practice. Delaware lists which license categories can use the Compact, and you renew under Delaware’s rules.
The law creates a Commission to run the Compact, with one delegate from each member state. It runs a central data system and makes rules after public notice and a hearing; a majority of member legislatures can reject a rule within four years. States must meet education, exam, complaint, fingerprint, and data‑sharing standards to join and stay in. States keep control of single‑state licenses and practice rules unless they conflict with the Compact. The Commission can mediate disputes, enforce the Compact, and even end a state's membership after due process.
