County subpoenas in property tax cases

The law lets county boards and finance offices subpoena witnesses and records in property value cases that use income or cost methods. It names the county officials who can act: the Office of Finance CFO, Kent County’s finance director, and Sussex County’s finance director. A subpoena works anywhere in Delaware and can be enforced outside the state through existing legal steps. The county authority or its staff may serve people or companies in person, at a home or business, or by certified mail. If someone ignores a properly served subpoena, the county can seek a Superior Court order, and disobeying the order is contempt; courts may direct corporate officers to produce records.
