The State now follows clear steps to reuse and sell extra items. For non‑computer materiel, GSS gives two weeks’ written notice to state agencies and volunteer fire, ambulance, and rescue groups. They must request items in writing; GSS decides if more than one asks. Used vehicles go first to state agencies at fair market value set by GSS. If not bought, in‑state 501(c) nonprofits can buy them at the same fair market value by writing to GSS. Surplus computers not being replaced go first to the Department of Education’s Partners in Technology Group, which picks them up for free; if refused, normal disposal rules apply. If no one asks within two weeks, GSS can store and then sell items to local governments, nonprofits, or the public at a reasonable cost, including by public auction. Agencies can trade in or sell replaced materiel (not vehicles) and get credit as state law allows.
Equipment, supplies, vehicles, tools, and other materiel bought with state money are property of the State, not the buying agency. Agencies must follow Government Support Services rules to report extra items and for disposal. The law also defines what counts as “materiel” and “computer technology,” and clarifies who GSS is and that “school” includes public and charter schools.
