Stronger protections for Delaware care facility residents

The law renames Delaware’s nursing home oversight commission as the Delaware Residents’ Protection Commission and broadens its work. It monitors care, quality of life, and safety in nursing facilities, assisted living facilities, and secured memory care units. Both privately run and state-run facilities are covered. The commission provides education, recommends improvements, and publishes annual reports on facility visits and trends. It must protect residents’ privacy and ensure state agencies promptly respond to abuse, neglect, mistreatment, and financial exploitation complaints. An executive director and support staff carry out its work within state funding limits; grants can supplement staff and operations. The law takes effect 90 days after enactment and makes no direct changes to household taxes, benefits, or fees.
