Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

Transition Help for Young Adults with Disabilities

Florida's Agency for Persons with Disabilities must help plan transitions for young adults ages 18 through 21 leaving child welfare for permanency. This applies to young adults who need both waiver services and extended foster care services. Planning includes individualized service coordination, case-management support, and work to keep care continuous. The requirement does not guarantee eligibility for either program.

Managed Care Choice for Exempt Medicaid Recipients

Beginning July 1, 2025, Florida cannot automatically enroll exempt Medicaid recipients in managed medical assistance; they must choose to join first. Exemptions cover people with other creditable health coverage, excluding Medicare, and those eligible for refugee assistance. They also cover residents of specified juvenile justice or treatment facilities, developmental disability centers, and licensed developmental disability group homes. People receiving or waiting for developmental disability home- and community-based waiver services, and children using prescribed pediatric extended care, are exempt. This protects enrollment choice but does not change Medicaid eligibility or benefit amounts.

More Help Accessing Developmental Disability Services

Florida's Agency for Persons with Disabilities must allow online applications for crisis enrollment in home- and community-based services. It must give new iBudget clients a current, comprehensive written list of qualified regional organizations within 5 days after enrollment. The law also removes a requirement to drop people from waiver preenrollment categories on three grounds. Those grounds are being unreachable using provided contact information, not meeting eligibility rules, or having a permanent home outside Florida. These changes do not guarantee eligibility, a place on the list, enrollment, available services, or payment.

Family Councils Gain Support and Training Rules

Local family care councils must hold family listening sessions at least twice yearly and public forums every 6 months. They must help with outreach, share information, and report policy recommendations and regional service challenges to the statewide council by September 1 annually. The agency must provide council training; new members must finish within 90 days after appointment or are considered to have resigned. The agency must also provide staff help and meeting facilities within existing resources. The statewide council can seek and accept public or private grants, gifts, donations, bequests, and other payments, with no guaranteed amount.
