Public meetings and leadership for airport board

All authority meetings are open to the public. Three commissioners make a quorum, and actions pass by a majority of those present unless bylaws require more. The mayor, with city council concurrence, names the first chair; after that, the authority elects a chair and vice chair. The authority can hire an executive director, staff, experts, and legal counsel, or use the city's chief legal officer. A commissioner can be removed for inefficiency, neglect, or misconduct only by five city council votes, with at least 10 days’ notice and a chance to be heard; the record is filed with the clerk.

Elected airport board with residency and experience

Until the 2026 election, the Naples City Council appoints five unpaid commissioners by at least four council votes, with staggered 1-, 2-, 3-, and two 4‑year terms; none may be city officers or employees. Starting with the 2026 general election, all Collier County voters elect five seats. Seats 1–3 must live in the City of Naples; Seats 4–5 must live in Collier County outside the city. In 2026, odd-numbered seats serve 4 years and even-numbered seats serve 2 years; after that, all terms are 4 years. Each member must have at least five years of experience in financial management, small business operations, or aerospace and must affirm this when qualifying. Current members serve until the November 2026 results are certified, and any midterm vacancy is filled by the Governor for the rest of the term.

New Naples airport authority needs city approval

The law creates the City of Naples Airport Authority to run the Naples Municipal Airport and any Collier County airports it operates. It is a public government body, and its work is an essential function. The authority cannot do business until the Naples City Council passes a resolution saying it is needed. A certified copy of that resolution is legal proof so it can start work.
