The district can raise money from property owners inside Pasco County. It keeps the power to levy a yearly maintenance tax and use special assessments, issue bonds, and place liens as allowed in state law. Collection of non‑ad valorem assessments and related fees follows chapters 170, 197, and 388. The law does not set rates, but these tools can raise your property tax bill.
The district can pay board members a salary. It may also offer benefits like medical insurance or accidental death and dismemberment insurance. Any extra benefit must be approved by a unanimous vote when all members are present.
The district’s borders match the borders of Pasco County. The boundaries can still be changed using the process in state law. This sets who the district serves and who may be taxed; it does not set any tax rate.
The board has three numbered seats tied to geographic subdistricts. The county draws the first lines by January 1, 2026 after notice and a public hearing, and redraws after each census. Seat 2 must include most or all of Zephyrhills and is on the November 2026 ballot. Candidates pick a seat, must live in that subdistrict, and only voters there vote for that seat. These residency and voting-by-subdistrict rules start in November 2026 for Seat 2 and in November 2028 for Seats 1 and 3. Members serve 4-year terms and may serve no more than three 4‑year terms, with term limits counting from elections at or after November 2026. Members must keep their residency in the subdistrict during their term starting on the same dates.
