Half of charter seats for development residents

Beginning July 1, 2026, if a developer gives or builds at least $5 million for charter school facilities in a development, half of the seats go to students who live there or whose parent works there. Those students may still enter a lottery and must follow racial and ethnic balance rules. The other half of seats follow the usual local‑distance rule. This raises admission chances for families tied to the development and reduces open seats for others.

New enrollment priorities at charter schools

Beginning July 1, 2026, charter schools can give priority to certain students. Schools may limit seats by age or grade, focus on at‑risk students (including ESE), or serve workplace or municipal charter programs. They can also prioritize students who live near the school or whose parent works nearby. Schools may set reasonable academic or arts standards if listed in their charter and they do not discriminate. Transfers under a sponsor‑approved articulation deal can get priority. Local‑resident priority must still use a random lottery and follow racial and ethnic balance rules.

More protections against charter dismissals

Beginning July 1, 2026, if a student was admitted under eligibility standards, the school must monitor progress for at least one semester before any dismissal. A charter school under an improvement or corrective plan cannot dismiss a student for academic reasons during that time. These rules give students time and support before removal.
