At least 15% of taxes collected, or $4,000,000 if that is higher, goes each year to the Guam Cancer Trust Fund. The fund pays for screening, treatment, support, education, and outreach. Another 1% of taxes collected funds the Guam Cancer Registry.
The government gives Guam Memorial Hospital $1,000,000 each year for its line of credit. At least $83,333.33 is transferred each month, with a cap of $1,000,000 per fiscal year. GMHA must keep this money in a separate bank account. The funds can only pay for the hospital’s line of credit.
Each year 12% of the taxes collected under this law go to Guam Memorial Hospital for operating costs. This gives the hospital a steady share of revenue to support care.
The law creates the Healthy Futures Fund in its own bank account. The governor cannot move money out of it. All tax money under this section must go into this fund and not the General Fund. The fund holds and protects dollars for health programs set by law.
The Healthy Futures Fund can give grants for tobacco prevention and help to quit smoking. It can also fund youth training, culture, sports, and mentors to keep kids alcohol‑, tobacco‑, and drug‑free. The law does not set dollar amounts.
