Lease credits for Port tenants' upgrades

The Port Authority of Guam grants dollar-for-dollar lease credits to tenants that build approved, permanent upgrades on Port property or adjacent Port-controlled areas. Projects must show high value to the community or clearly improve Port operations, and costs must be documented and verified. Your credit equals the smaller of your verified costs or your remaining lease obligation. Credits apply to future rent, may be applied monthly or yearly, are not transferable, and are not retroactive without Port approval. Tenants with leases already in effect on the law’s effective date can also use this program.

What projects qualify and how to apply

Only permanent, permitted projects on Port property or adjacent Port-controlled areas qualify. Work must improve function, capacity, safety, environmental performance, or economic use. You must keep receipts, contractor invoices, permits, and a completion report. Before work, send a written eligibility request; if approved, sign an Offset Agreement with scope, costs, limits, and a timeline. After completion, submit proof; the Port engineering team verifies the work and costs, keeps records, and reports each year to its Board and Liheslaturan Guåhan.
