Public Auditor can contact anyone on spending

The Public Auditor can speak directly with any person, department, or officer about government spending, property, and settling those matters. This access helps OPA get information quickly and carry out audits and reviews.

Reporting deadlines and fines for agency heads

Agency and program heads must give the Public Auditor requested financial and program data by set deadlines. Missing a deadline costs $250, paid personally by the general manager, director, or head. Another $250 is added for every 30 days the report is still not submitted. All fines go to the Guam Memorial Hospital Operations Fund. If a fine is not paid within 30 days, the Public Auditor reports it to the Attorney General to collect. You can ask for an extension at least 5 days before the due date. OPA must decide within 3 business days; if denied, it must explain and send the denial to the Governor and the Speaker within 48 hours; if granted, it states the new due date.
