Mayors’ Council gets $500,000 buying power

The Executive Director of the Mayors’ Council of Guam can buy goods and services up to $500,000 per contract. All purchases must still follow Guam procurement laws and rules. MCOG must enroll its procurement staff in the earliest training under 5 GCA 5141 and ensure they pass. The Executive Director must keep an active procurement certification; otherwise, the authority returns to the Chief Procurement Officer or a designee. The Department of Administration’s Internal Audit Office reviews and audits MCOG purchasing and contracts.
