Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Pay for election precinct workers

Precinct board members are paid $350 for each election they serve. A runoff election counts as a separate election for pay. Payment applies only to members who perform precinct board duties.

Election precincts limited to 1,200 voters

The Guam Election Commission organizes precincts so each has no more than about 1,200 voters. The Commission may redraw precinct lines to meet this limit.

New rules for precinct board staffing

The Guam Election Commission sets each precinct board at up to seven members. Each board has one leader and up to six clerks. Any ruling needs a majority of the board. The Commission may run an election with only one leader and two clerks when it decides that is necessary or appropriate.
