Charter school assets revert to DOE

When the Academy Charter School’s charter ends, all of its assets go to the Guam Department of Education. DOE becomes the owner of those assets after termination. The law takes effect upon enactment.

Trustees liable for unapproved charter debts

Trustees who approved a contract or purchase are personally responsible for its debt when two things are true: no review by the Attorney General and no approval and signature by the Governor. Liability attaches only to trustees who approved that specific deal. The law takes effect upon enactment.
