The law adds intergenerational daycares to Guam’s child care system. The health department must license these centers and set rules within 90 days. Centers must meet both child-care and adult day-care safety standards. They need trained staff for both groups, separate age-appropriate spaces, and shared activities. Programs use proven methods and have health, nutrition, and emergency plans. Staff interview each elder and family before admission and enroll only those who will benefit, with referrals for others.
The law bars people with listed crimes from working, volunteering, or enrolling at these centers. Banned crimes include sex offenses, child abuse, domestic violence, public indecency, some drug crimes, and weapons offenses. Anyone on the Sex Offender Registry or another criminal registry is also banned. Centers must refuse or end participation for these individuals.
