Rules and timeline for exchanges

The Department must issue rules for the exchange program within 180 days of enactment. The rules cover how licenses are checked, which countries qualify, fees, fraud prevention, and work with foreign authorities, and must follow REAL ID and other federal laws. If an agreement allows it, the Department returns your original foreign license when your Guam license expires or when you leave Guam.

Swap your foreign license in Guam

The law lets you swap a valid foreign driver’s license for a Guam license of the same class if your country has an agreement. You must show a valid, unexpired foreign license, proof you are legally in Guam, apply, and pay fees. The Department verifies your license and identity under security rules, including REAL ID; if not met, it issues a license marked “Not for Federal Identification.” You may skip written, vision, or road tests only if your country’s standards match Guam’s and meet REAL ID rules. Agreements are limited to countries with a diplomatic or consular presence or internationally verified licensing, and exclude countries flagged for terrorism or security risks.
