Bill Overview

Analyzed Economic Effects

7 provisions identified: 2 benefits, 5 costs, 0 mixed.

Disability family support law repealed

The law repeals Idaho's Developmental Disabilities Family Support and In-Home Assistance Act. The repeal removes that legal framework for family support and help at home. It does not explain whether services continue under another law or identify replacement services or transition plans.

Family and medical assistance laws repealed

The law repeals provisions covering public assistance, family aid, aid for blind and disabled people, and medical assistance. These include married-couple Medicaid eligibility rules and state financial help for medically indigent residents. It also repeals a chapter about Medicaid and personal assistance services. These repeals do not establish that Idaho Medicaid ends, and the provisions do not identify replacement benefits or eligibility rules.

Old asset rule narrowed for disability aid

Beginning July 1, 2025, aid to the disabled is removed from a rule about assets transferred before July 1, 1988. That rule treats transferred assets as still available until fully accounted for under federal law. The change removes this asset-counting rule for disability aid, but does not itself guarantee eligibility. The rule still applies to old-age assistance and aid to the blind.

Health facility construction and planning laws repealed

The law repeals Idaho's Health Facilities Construction Act and Health Planning Act. This removes those statutory frameworks for health facility construction and planning. The repeal provisions do not identify specific requirements removed, replacement rules, cost savings, or effects on patient access.

Addiction treatment chapter of law repealed

The law repeals Idaho's statutory chapter on treatment for narcotic drug addiction. The repeal does not identify replacement treatment services or transition plans. It also does not establish which services continue under other laws.

Community health center grant law repealed

The law repeals the legal framework for Idaho's Community Health Center Grant Program. The repeal does not state grant amounts or identify replacement funding. It does not explain how particular health centers or their patients are affected.

Nursing facility payment rules repealed

The law repeals provisions governing nursing facility payment methods and reimbursement rates for skilled and intermediate care. It also repeals provisions for multiple-use plans for those services. These repeal provisions do not specify replacement payment methods or rates, or changes to residents' costs.
