Beginning July 1, 2025, permit holders can hire a third-party inspector when requested inspections take longer than 48 business hours. They are entitled to a refund of the fee, or fee portion, paid for that inspection. The inspector must meet state qualifications and substantially follow local inspection standards. The permit holder or third-party inspector must notify the state or local authority and provide the inspection results. When a local government paid a contracted state division, county, or third party, that provider is responsible for the refund. A separate rule requires state or local authorities to refund 10% of the fee paid for a failed inspection. This applies when an inspector or building code administrator fails to explain the failure within three business days. The explanation must go to the permit holder or their agent.
Beginning July 1, 2025, Idaho's building inspection division and local governments can choose to offer live video re-inspections. These real-time inspections let an inspector review work remotely, but only after an earlier in-person inspection. The authority must verify the location each time, such as by viewing the address or other identifying features. This new option excludes structural inspections of buildings three or more stories tall.
