Louisiana bans knowingly making, selling, offering to sell, or transferring covered vehicle key devices. These include hardware and software that program or copy key fobs, or intercept their signals to unlock or start vehicles. Possession alone is not illegal: circumstances must show intent to use or allow use for theft, unauthorized vehicle entry, or another crime. Lawful, reasonable activity is exempt for law enforcement officers and National Insurance Crime Bureau employees. Exemptions also cover employees of licensed vehicle or vehicle-lock dealers, distributors, and manufacturers, plus mechanic shops, locksmith companies, and repossession agencies. Authorized handlers and people authorized to help or allow device use must report lost or stolen devices within 48 hours of learning about it. Reports go to law enforcement with jurisdiction where the device is known or reasonably believed to have been lost or stolen. Breaking either the ban or reporting rule carries up to a $1,000 fine, six months in jail, or both.
