More child care oversight for families

Louisiana’s early childhood commission must recommend a statewide care and education plan for children from birth through age four. Its work covers coordination, quality supports, funding needs and priorities, family child care providers, and goals with timelines. The education department must consult the Commission and share federal child care funding plans, budgets, and amendments before submitting them. It must also share covered proposed rules before state education board review. Emergency rules skip regular advance consultation, but the department must notify the Commission when the meeting is publicly announced and provide a draft. The Commission must meet at least quarterly, up from twice yearly, with department updates on its recommendations at each meeting. These changes do not themselves add funding, change eligibility, or lower families’ child care bills.
