Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Stricter licensing for nonresident fishing guides

Nonresident charter fishing guides must hold a valid U.S. Coast Guard captain’s license to qualify for a Louisiana guide license. This requirement now applies beyond saltwater guide licenses. Nonresident licenses remain available only through the Department of Wildlife and Fisheries’ Baton Rouge office. They are issued on consignment, with no agent fees.

New license rules for freshwater fishing guides

Freshwater charter fishing guides on U.S. waters in Louisiana must hold a valid U.S. Coast Guard captain’s license. They must also have a valid state guide license, commercial marine insurance, and a recreational fishing license covering their activity. Guides operating the vessel must carry the required licenses and proof of insurance on their person while on the water. Guides may still call themselves charter fishing guides if their license expired within the past 30 days and they renew it. The Department of Wildlife and Fisheries must send written notice warning that other requirements, including a valid captain’s license, may apply.
