Voter-approved property charges for Spring Lake

New Orleans can charge taxable real property in the Spring Lake Subdivision Improvement District in Orleans Parish. The limit is five mills in property tax or, instead, a fee of $325 per property each year. This law does not itself impose a charge. Before collection, the required district plan must be finally adopted. A majority of registered district voters voting on the charge must approve it in an election under Louisiana's Election Code. The district board can change the amount by resolution, within the legal cap. Each charge expires when the approved proposition says, no later than eight years. Renewals require another voter approval and can last no more than eight years each. Charges are collected with other property taxes, and the city can keep 1% as a collection fee. The remaining money must serve only district purposes and go daily into a separate Board of Liquidation, City Debt account. The district must provide an approved annual budget, with quarterly advances based on planned spending and quarterly spending checks. Payments require warrants or drafts drawn by the proper city officials and district treasurer.
