New reentry help for female parolees

Louisiana creates a structured program to help female parolees prepare for a safe return to the community. The Department of Public Safety and Corrections runs the program and decides placement. Women must qualify for parole consideration and have been granted parole. They must have served at least five years in actual custody. They must be within six months of their projected release date based on sentence reductions for good behavior. Neither their current conviction nor any past conviction can be a sex offense. They cannot have a parole denial in the past 12 months. They also cannot have committed a Schedule B major disciplinary offense during the 12 months before entering. Participation is voluntary, and women must agree to follow additional department screening, assessment, and eligibility requirements. Meeting these conditions does not guarantee placement. The program's placement rules apply despite conflicting provisions in the state's parole eligibility law. The law also repeals R.S. 15:828.4.
