Higher Medicaid payments for Louisiana surgery centers

Louisiana law requires higher Medicaid payments to outpatient surgery centers for digestive, eye, dental, and ear, nose, and throat procedures. This covers both Medicaid managed-care plans and fee-for-service payments. Rates must equal the lower of the outpatient hospital rate or 100% of Medicare’s rate for the same or similar procedure. The health department must update rates each year. By October 1, 2026, it must submit a plan identifying procedure codes and estimated costs to four legislative committees. By that date, it must also take required implementation steps, including filing a Medicaid state plan amendment. Implementation depends on lawmakers providing funds. The bill title estimates $400,228 in added state general-fund spending; the law specifies no direct patient payment or savings.
