Louisiana extends limits on nursing home beds

Louisiana extends its moratorium on new nursing facilities and added beds to July 1, 2031, from July 1, 2027. The department must collect and analyze data to assess whether these limits remain necessary. Beginning January 1, 2027, monthly data collection covers all licensed Louisiana hospitals and nursing facilities. Hospital data must include the number of avoidable skilled nursing days and the reasons those days are avoidable. Nursing facility data must show licensed beds with staff available and total occupancy, broken down by who pays for care. Facilities must also report how often they refuse eligible patients and why. The department can provide or require a reporting form or system. It must send data and analysis to the House and Senate health and welfare committees. Reports covering the prior quarter are due October 15, January 15, April 15, and July 15, starting April 15, 2027. Annual reports covering the prior calendar year are due March 1, starting March 1, 2028.
