Baton Rouge downtown gains funding and fees

Baton Rouge's Downtown Development District or city-parish can provide services and improvements under a fully adopted plan. The district can contract with the city-parish, using district special tax proceeds, bond proceeds, or city-parish funds for costs. The district can borrow, issue debt, levy special assessments only when otherwise authorized, and collect and enforce user fees. These charges can affect district property owners and service users, but the law sets no amounts. The district can also buy, manage, and sell property, make contracts, hire consultants, and accept gifts and grants. Gifts, grants, loans, and donations must be used as their agreements require.

Baton Rouge downtown drops planning deadline

The Downtown Development District no longer faces dissolution for failing to adopt a final plan within four years. The law removes specified plan-content rules, planning commission review, Metro Council approval or modification requirements, and related submission steps. The district still prepares or arranges plans. It holds hearings, publishes notices, and shares information as it considers appropriate and in the public interest.
