New certificate rules for Louisiana minors

Louisiana replaces school-based work certificate duties with a Department of Labor system and employer approval. The department must provide a standard form online or at local offices. Minors must apply personally, have written parent or guardian consent, and submit required papers for employer approval. Accepted age records include a birth certificate, short-form birth certification card, or signed statement from the recorder of births. The form must include dated signatures from the minor and parent or guardian, a consent statement, age-proof checkboxes, and the employer's name. Certificates cover only the named employer, who must keep them through 14 days after the minor's job ends. The department must create procedures to collect forms from all Louisiana employers of minors and issue enforcement rules. The labor secretary can revoke employment or related certificates issued improperly or used while a minor works illegally. Both the employer and minor must be notified; the minor cannot work until a new certificate is legally obtained. The act takes effect upon the governor's signature or the deadline for becoming law without signature. Following a veto override, it takes effect the next day.
