Tourism assets move to new district

The law ends the Allen Parish Tourist Commission and transfers all its remaining money and property to the new district. Transferred money must stay in a separate account. These resources must support attracting conventions and tourists and carry out the former commission's responsibilities.

Allen Parish authorizes new lodging tax

The district can levy a tax of up to 3% on hotel charges and covered overnight camping fees. Covered camping sites are commercial facilities offering temporary overnight spaces and utilities for recreational vehicles. When levied, occupants pay the tax with their lodging payment, on top of existing city lodging taxes. Tax money must be used only for the district's benefit. The district can hire an authorized public tax collector and pay a reasonable collection fee.

Allen Parish creates district with oversight

The law creates a development district covering all of Allen Parish, led by a five-member board. It can receive grants, hire staff, make contracts, and acquire property to support development, tourism, jobs, and infrastructure. The board needs parish approval to use its powers, except its authority to levy the authorized lodging tax. Project plans must include public notice, hearings, and estimates of yearly and total costs. The district must also adopt a yearly budget under state law and is subject to state legislative audits.
