New Louisiana panel guides children's learning

The law creates the Louisiana Commission on Foundational Education and ends the Louisiana Literacy Advisory Commission. The new panel advises state education officials on reading, math, and family involvement in kindergarten through eighth grade. It reviews research, student data, policies, and funding, then recommends evidence-based improvements, including reading instruction based on the science of reading. It also recommends ways to prepare children for kindergarten and connect learning from pre-K through eighth grade. The panel has 22 appointed seats plus members serving through their public offices, representing educators, parents, childcare, advocates, and other groups. Many appointees serve three-year terms, with staggered starting terms; others serve alongside the officials who appoint them. Members receive no salary, but allowed expense payments remain available. The Department of Education provides staff support and keeps the former commission's records. The panel elects its leaders and meets at least quarterly, with its first meeting required by September 15, 2026. Each year, by February 15, it reports findings, recommendations, and progress to legislative education committees, the governor, and state education board. The law provides no new funding or direct household payments, fees, or eligibility changes.
