Cosmetologists, estheticians, manicurists, teachers, instructors, and managers pay $35 for initial registration and each annual renewal. Salon, mobile-salon, and home-care operators pay $55 for initial registration and annual renewal. Initial salon, mobile-salon, or booth-rental inspections cost $50; booth-rental, special, and temporary permits also cost $50. Cosmetology schools pay $340 for initial registration, $190 to renew, and an added $175 penalty for late renewal. These fees replace the prior listed resident and nonresident rates.
Louisiana's eight-member cosmetology board remains governor-appointed, with at least one member from each congressional district. It must include someone mainly practicing cosmetology, exactly one registered esthetician, and exactly one registered manicurist. Registered cosmetologists, estheticians, and manicurists qualify with at least five years of active work in their field before appointment. Other eligible members include certified salon or beauty-shop owners, Louisiana cosmetology teachers or instructors, and accredited-school owners with over five years of ownership. No more than four members can have school ties through ownership, employment, contracts, or an immediate family member's ownership. Members must not vote on matters that would violate state ethics law. The law removes the rule that members serve at the governor's pleasure, without specifying replacement terms.
