Higher demolition penalties for New Orleans owners

Owners, agents, tenants, and others acting with or for owners face higher fines for unauthorized demolition in New Orleans. Demolishing a building without the required certificate of appropriateness carries a maximum single fine that replaces the old $25,000 limit. The new maximum is $50,000 or 15% of the building’s assessed value immediately before demolition, whichever is greater. That value comes from city tax rolls. The city or parish secures fines, costs, and penalties through a lien recorded against the property. Recorded liens are final, cannot be appealed, and can be enforced through court procedures alongside other legal remedies. Liens go on the next annual property tax bill; unpaid amounts face property-tax lien procedures and other enforcement. For property with a legal homestead exemption, payment is due 90 days after the owner’s death, immediately when a conventional mortgage is recorded, or immediately when title transfers to a new owner—whichever happens first.
