School district funds cover charter oversight

Louisiana's education department can retain money from state minimum foundation program funds otherwise allocated to a local school system. The amount equals 0.25% of the fee charged to a covered charter school, not 0.25% of total school funding. This covers Type 3B schools acting as their own local education agencies. It also covers Type 1, 3, and 4 schools acting in that role under the law's authorization routes. The department uses the money for financial oversight and monitoring.

Charter schools gain control with oversight

Louisiana sets yearly per-student funding for Type 1, 2, 3, 3B, and 4 charter schools using its minimum foundation program. Amounts match the student's home district, using student needs and the district's student count in the formula. Funding generally follows the charter-signing board for Type 1, 3, 4, and Type 3B schools without independent agency status. Type 2 and independently funded Type 3B schools receive yearly amounts set under the state-approved formula. Type 2 and Type 5 schools serve as their own local education agencies under state board rules. Type 1, 3, and 3B schools can take that role for federal funds with local board approval and rules. Local boards remain the agency for Type 1, 3, and 4 schools unless another legal authorization applies. State rules must set financial and program duties for Type 1, 3, and 3B schools acting independently. The state superintendent can end their agency authority if they fail those duties.
