At least one person at each Louisiana underground or submerged excavation or demolition site must show proof of annual training. The Regional Notification Center must provide this training free on its website. Entities and personnel certified through an operator qualification program meeting 49 C.F.R. Part 192 or Part 195 are exempt.
Louisiana excavators and demolishers must notify the Regional Notification Center by phone or electronically 48–120 hours before starting work. Work must start within 120 hours after the mark-by time—the agreed or legally required utility-marking deadline—or count as a violation. Both clocks exclude weekends, New Year's Day, Martin Luther King, Jr. Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Eve, and Christmas Day. The start deadline allows extensions by mutual agreement with the facility owner or operator. It also allows delays when events beyond the contractor's control make compliance impractical or impossible, including weather, equipment failure, or unavailable vital supplies or equipment. Existing exceptions under R.S. 40:1749.15 remain. Large projects are contiguous work that cannot reasonably finish within 20 calendar days, or 30 for agricultural, forestry, or marine work. Operators and contractors in conflict can use voluntary written agreements through the Center to set marking deadlines and project schedules. If all parties cannot agree within 30 calendar days after notice submission, the large-project notice becomes void. The contractor must cancel it and submit a routine notice under standard procedures.
