New training rules for small-town mayors

Beginning January 1, 2027, mayors in Louisiana municipalities with 15,000 people or fewer must earn at least 16 training hours yearly. The latest federal census taken every 10 years sets the population count. Training must come from eligible providers and have Louisiana Municipal Association approval. Hours include state-required ethics, sexual harassment prevention, cybersecurity, campaign finance, public contracting, and emergency preparedness training. Mayors must report compliance in annual municipal financial statements submitted to the legislative auditor. The municipality’s licensed CPA must verify compliance, and the legislative auditor must publish compliant and noncompliant mayors by municipality online. People temporarily appointed to fill mayoral vacancies are exempt from this law’s requirements when their appointments last less than one year.

Training access and duties for municipal officials

Beginning January 1, 2027, Louisiana mayors and governing board members in municipalities with 15,000 people or fewer can use training resources. The latest federal census taken every 10 years sets eligibility, and officials can share resources with administrative staff. Training providers must work with the Louisiana Municipal Association to supply workshops, courses, and resources. Providers can offer continuing education credits or certificates in specific subjects to encourage attendance. The association must establish courses in at least 14 areas. Topics include the Lawrason Act, municipal powers, officials’ roles, budgets, finance, audits, procurement, taxes, and municipal retirement systems. Courses also cover ethics, conflicts of interest, personnel, civil service, public meetings and records, and parliamentary procedure. Other required topics include public safety, emergency planning, police and fire operations, utilities, infrastructure, planning, zoning, annexation, land use, economic development, community engagement, best practices, and legal compliance.
