Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 1 costs, 2 mixed.

Audiologists gain services and fewer requirements

Louisiana audiologists can provide earwax care when needed for authorized audiology services and fit, dispense, and sell all hearing aid types. They no longer need to register their intent to fit, dispense, or sell hearing aids. The law removes specified coursework, supervised clinical hours, and nine months of supervised postgraduate experience requirements for that work. It also removes state requirements tied to specified federal guidelines and board guidelines for evaluations before purchase. The board’s 30-day hearing aid trial-period guideline requirement remains.

Violators can owe board enforcement costs

The licensing board can require people who violate the speech and hearing practice law to repay enforcement costs and expenses. Those costs can include attorney fees. The law sets no specific repayment amount.

Speech and hearing telehealth requires credentials

Louisiana treats speech-language pathology and audiology services delivered by telehealth as professional practice. Practitioners located in Louisiana must hold a Louisiana license. Out-of-state practitioners have a path to serve Louisiana residents remotely, but must obtain telehealth registration.

Easier licensing paths with character checks

Qualifying provisional or restricted license holders count as licensed audiologists when their board licenses are current, unsuspended, and unrevoked. They must also meet state audiology license qualifications. The board can waive clinical training requirements for audiology applicants with American Board of Audiology certification and the required national exam. Applicants for covered speech and hearing licenses must show good moral character, including honesty, trustworthiness, and respect for legal duties. Criminal-history reviews must follow applicable state law.
