Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Weight-loss drug coverage for state plan members

Beginning July 1, 2025, Louisiana’s Office of Group Benefits must add semaglutide weight-loss drug coverage for plan members. This requirement applies only if coverage adds no cost to the self-insurance fund in fiscal year 2025–2026. The law does not set members’ out-of-pocket costs.

More loan funding for public water systems

For fiscal year 2025–2026, Louisiana provides about $66.71 million to its Drinking Water Revolving Loan Fund. That is up from about $56.28 million the year before. The fund offers low-interest loans and technical help to Louisiana public water systems for upgrades and meeting drinking-water standards. This funding supports water systems, not direct household payments.

Less loan funding for environmental projects

For fiscal year 2025–2026, Louisiana provides about $126.52 million for environmental revolving-loan funds, down from about $128.03 million. Funding includes $125 million for clean water, $350,000 for brownfields cleanup, and $1.169 million in federal funds. No Matching Funds Fund money is appropriated. The money supports sewer, stormwater, and contaminated-site projects, not direct household payments.

Audit safeguards required at larger state agencies

Beginning July 1, 2025, Louisiana agencies with appropriations of $30 million or more must include internal-audit jobs in budget requests. Their existing organization must include these jobs, including a chief audit executive. That leader must remain independent and have direct, unrestricted access to agency leaders. The audit leader must ensure compliance with Institute of Internal Auditors standards and certify that the audit function follows them. These safeguards concern agency oversight, not direct household benefits.
