Effective July 1, 2025, Louisiana's High Impact Jobs Program creates wage-based grants for approved employers. In designated distressed areas, grants equal 8% of wages for jobs paying 110% to under 125% of the lower parish or regional average. Grants equal 18% for wages at least 125% but under 150% of the parish average, and 22% at 150% or higher. Outside distressed areas, new jobs must pay at least 125% of the parish average. Grants cannot exceed $200,000 per job per year; wage calculations exclude overtime and benefits. Employers must be authorized to do business in Louisiana and approved by Louisiana Economic Development (LED). New jobs must start after the contract takes effect, be full-time, at-will, nonseasonal and nontemporary, and include basic health coverage. Workers must work in Louisiana, onsite or remotely, directly for the employer or a named subsidiary. LED also can approve grants to retain highly skilled workers with advanced degrees. Gaming, retail, professional sports, government entities, automotive rental or leasing, and specified local utility and waste services are excluded. Contracts last three years, with one two-year renewal for employers that comply. Reimbursement requires a wage and spending report prepared by a certified public accountant. Payments follow verification, annually or at contract end, as the contract specifies. The law creates a dedicated state fund, but sets no total funding amount; awards depend on available funding and legislative appropriations. Unspent money carries forward, and investment interest stays in the fund. LED's rules are subject to legislative budget committee review. No grant can be issued before July 1, 2026, and applications received on or after July 1, 2035, are ineligible.
Beginning July 1, 2025, employers applying for High Impact Jobs grants must submit an application fee. Louisiana Economic Development (LED) sets the amount; the law does not specify it. Employers cannot receive another LED incentive for the same job or expense covered by these grants. They also cannot receive Louisiana Quality Jobs Program benefits at the same time.
