Louisiana wireless 911 charges and safeguards

Beginning August 1, 2026, Louisiana communications districts can charge up to $2 monthly per wireless connection for 911 service. The cap is higher if the district was authorized to charge more on August 1, 2016. Charges above $1.25 monthly require majority approval by the district’s governing body and at least one public hearing. Hearing notice must appear in the parish or municipality’s official journal at least 10 days beforehand. Wireless providers collect the charge, including increases. Districts must notify providers of approved increases by certified mail to their Louisiana registered agent, where applicable. Providers must start collecting within 60 days after receiving notice. The law also requires a consolidated statewide 911 activity report by May 1 each year. It goes to the House Commerce Committee and Senate Commerce, Consumer Protection and International Affairs Committee. Each affected parish’s governing authority must receive a copy. Districts with public websites must post the report within 10 calendar days after submission. For the previous calendar year, reports must show each district’s spending and statewide totals, including itemized call-center personnel and administrative costs. They must also show operating costs, including Next Generation 911 equipment, services, upgrades and training. Reports must include average call-answer and call-processing times.
