Potential pension increases for Louisiana assessor retirees

The Louisiana Assessors' Retirement Fund board can use reserve money for cost-of-living increases for retirees, beneficiaries, and survivors. Benefits on the member's record must have been paid for at least one year when the increase starts. The board can approve up to 3% of current benefits, or a monthly increase based on service and time since retirement or death. The alternative cannot cost more, measured in today's dollars, than the 3% option. These options require a funded ratio of at least 100%, or lower thresholds after years without an increase: 90% after one year, 80% after two years, or 70% after three years. The ratio compares estimated assets, minus the increase's cost, with estimated pension obligations. Separately, eligible recipients age 65 or older can receive an additional increase of up to 2%. The board sets amounts based on available money and may set a maximum; increases are not automatic. Approved increases start October 1 following board approval.

Assessor pension funding allows higher employer payments

When the calculated employer contribution rate falls, the Louisiana Assessors' Retirement Fund board can keep the prior year's rate. It can also choose a lower rate, but not below the rate calculated under state law. The board can require a rate up to 3 percentage points above that calculated rate. Surplus money collected in years when the board uses this authority goes into the fund's existing funding deposit account. The account earns interest annually at the board-approved rate used to estimate pension funding. Up to the available balance, the board can reduce future pension costs, pay future employer contributions, or fund cost-of-living increases. To lower recommended employer contributions, the fund divides the interest-adjusted account withdrawal by projected payroll for that year. The account balance is excluded from employer-rate calculations but counts as a fund asset for other purposes.
