Beginning January 1, 2026, Louisiana expands its tax-credit-funded scholarship program to include public college and university laboratory schools. These must be Louisiana elementary or secondary schools. The change covers donations supporting scholarships for the 2026–2027 school year and later. Tax-exempt school tuition organizations must use at least 95% of scholarship donations for scholarships, rather than administrative or promotional costs. They cannot limit scholarships to one qualified school. Participating schools must check employees’ criminal backgrounds and exclude anyone barred by state law from working there. The Department of Education must bar schools that fail these checks from the program. Nonpublic schools remain subject to state education board approval and the Brumfield v. Dodd court criteria.
