Louisiana shortens the severance tax exemption for gas from horizontal wells completed on or after July 1, 2025. The limit drops from 24 months to 18 months, ending sooner if the well recovers its completion costs. The Department of Energy and Natural Resources determines those costs through the start of production. This covers horizontally drilled wells and horizontal drilling in existing well bores, with production on or after July 1, 2015. Oil and gas from wells completed before July 1, 2025, keep their existing limits: 24 months or cost recovery, whichever comes first. Oil from newer wells also keeps that limit. The law applies to taxable periods beginning July 1, 2025, and requires House Bill 600 of 2025 to take effect. Estimated additional state General Fund revenue is $8.6 million.
