Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Broader powers for Lake Vista security

Lake Vista's district works to prevent crime and promote security, without requiring a specific service or more patrols. Its boundaries follow the center lines of Allen Toussaint Boulevard, Marconi Drive, Beauregard Avenue, and Lakeshore Drive. The boundary wording replaces Robert E. Lee Boulevard with Allen Toussaint Boulevard. The board can contract with individuals or public or private groups beyond patrol services, and buy or lease needed supplies. It must adopt an annual budget under Louisiana's Local Government Budget Act; city approval of budgets and amendments is no longer required.

Lake Vista security services stay supplemental

District patrols, services, and improvements must add to—not replace—services provided by Louisiana, New Orleans, or other local governments. If the district ends, its board must transfer all district funds to New Orleans. The city must keep that money and other funds collected under this law in a separate account. The money can be used only to support security in the district area.

Higher, longer-lasting Lake Vista property fees

The law raises Lake Vista's annual parcel fee cap from $220 to $400, but does not set the actual charge. Owners pay for covered single-family, two-family, multiple-dwelling, and apartment parcels, including covered vacant residential parcels. New Orleans can impose and collect the fee only after approval by a majority of district voters casting ballots. Fee elections must follow Louisiana election law but no longer need to coincide with regular city elections. The district board can change the fee by resolution, without exceeding $400 per parcel each year. Initial and voter-approved renewal terms can last up to eight years, rather than four, as stated in each ballot proposition.
