Louisiana keeps unspent pesticide fund money

The law creates a dedicated Pesticide Fund in Louisiana's state treasury. Required deposits enter the fund before general fund transfers, following Section 3210 and state constitutional limits. Spending is limited to purposes listed in Section 3210(C) and amounts approved by the legislature. Year-end money that is neither spent nor committed stays in the fund instead of returning to the general fund. The treasurer invests it like general fund money, but investment interest goes to the general fund.

Pesticide professionals get three-year cards, pay $60

Louisiana requires certification by exam for commercial applicators applying or supervising restricted-use pesticides, salespeople selling or supervising their sale, and agricultural consultants. Certification lasts three years, with renewal rules set by the Commissioner, who also sets applicator categories and standards. Cards now follow the three-year renewal schedule instead of an annual schedule; issuing or reissuing a card costs $60, replacing $20 annually, and private applicators are exempt from this fee. Certified applicators and salespeople can directly supervise competent uncertified workers doing ground applications or selling restricted-use pesticides. Certified applicators cannot supervise aerial applications by uncertified workers.
