Louisiana requires liquefied petroleum gas assessment money and its earned interest to fund market development and promotion. Allowed uses include radio, television, newspaper, magazine, billboard, website and online ads; trade-show sponsorships and participation; and propane-appliance rebates. Other programs recommended by the Market Development Advisory Board are also allowed. The gas commission can partner with the Department of Agriculture and Forestry on this work, but an agreement is not required. The law replaces the advisory committee with a board that advises the commission on spending. It has up to nine unpaid members, serving terms that match the governor’s term, with vacancies filled as needed. Members must hold a Class I, IV or VI gas permit or have worked in the industry. Every permit class charged an assessment must have at least one member holding that class of permit. The executive director can appoint one commission member as its representative. Meetings must be advertised under the Open Meetings Law and can be held in person or electronically. At least half of all members are needed for a quorum. Members unable to attend either way can use proxies with written notice to the chairperson at least 24 hours before the meeting.
